Bringing Information to the Citizens
The Right to Information Act (RTI) is a law enacted by the Parliament of India "to provide for setting out the practical regime of right to information for citizens. The Act applies to all States and Union Territories of India, except the State of Jammu and Kashmir - which is covered under a State-level law.
Under the provisions of the Act, any citizen (excluding the citizens within J & K) may request information from a "public authority" (a body of Government or "instrumentality of State") which is required to reply expeditiously or within thirty days. The Act also requires every public authority to computerise their records for wide dissemination and to proactively publish certain categories of information so that the citizens need minimum recourse to request for information formally. This law was passed by Parliament on 15 June 2005 and came fully into force on 12 October 2005. Information disclosure in India was hitherto restricted by the Official Secrets Act 1923 and various other special laws, which the new RTI Act now relaxes.
While filing any RTI application please remember:
1) Make sure you ask for information not for opinions/clarifications.
2) Never forget to sign your Application
3) Check the relevant RTI Rules regarding fees and make payment accordingly.
4) Your RTI application must serve any purpose/good, either to you or to the public.
5)Application must be sent by Registered or Speed post so that you have a proof of delivery or you can submit it personally in PIO's office after receiving due acknowledgment.
APPLICATION FEE DETAILS
1. Application fee : Rs. 10/-
2. Further fee towards cost of providing information:
(a) rupees two for each page (in A-4 or A-3 size paper) created or copied ;
(b) actual charge or cost price of a copy in larger size paper;
(c) actual cost or price for samples or models; and
(d) for inspection of records, no fee for the first hour; and a fee of rupees five for each fifteen minutes (or fraction thereof) thereafter.
(e) For information provided in diskette or floppy, rupees fifty per diskette or floppy; and
(f) For information provided in printed form at the price fixed for such publication or rupees two per page of photocopy for extracts from the publication.
